Strengthening capacity through systematic handover
Teacher Education Institutions (TEIs) are the backbone of Cambodia’s teacher training system. We work systematically with TEIs across all provinces through a structured three-year handover process that builds genuine capability rather than nominal involvement.
The Three-Year Handover Model
Year 1: Observation and Learning
TDSO trainers deliver all training directly to teachers, with TEI staff participating as observers. This allows TEI staff to:
- See the full methodology in action
- Understand the rationale behind each element
- Observe how experienced trainers handle different classroom situations
- Ask questions and discuss approaches with TDSO trainers
Year 2: Co-Delivery
TDSO trainers and TEI staff share responsibility for training delivery. This isn’t token involvement but genuine shared delivery where TEI staff:
- Take increasing ownership of session delivery
- Receive real-time guidance and feedback from TDSO trainers
- Build confidence through supported practice
- Develop their own facilitation style within the methodology
Year 3 and Beyond: Independent Delivery with Support
TEI staff deliver training independently, with TDSO providing:
- Coaching and quality assurance
- Session observations with constructive feedback
- Problem-solving support for challenging situations
- Progressive reduction of involvement until full handover
Why This Approach Works
This systematic approach ensures TEI staff develop real capability to deliver TDSO’s methodology effectively, not just familiarity with training materials. Key success factors include:
- Extended timescales: Years, not months, allowing genuine skill development
- Graduated responsibility: Progressive ownership builds confidence and competence
- Ongoing support: Coaching continues until independence is achieved
- Quality assurance: Clear standards ensure consistent delivery quality
National Coverage
We currently work with 18 TEIs across all provinces, building capacity for nationwide teacher training delivery. This systematic handover creates sustainable improvement in Cambodia’s teacher education system that will continue long after TDSO’s direct involvement ends.
