Model School Support

Helping schools meet MoEYS Model School pedagogical standards

The Model School programme is a government initiative launched by Prime Minister Hun Manet on 5 October 2023 to strengthen public education quality across Cambodia. It represents a significant national commitment to raising educational standards systematically.

The MoEYS Model School Programme

The Five National Standards

Schools achieving Model School status must meet five comprehensive standards:

  1. Student Outcomes: Measurable learning achievements
  2. Teaching and Learning: Quality of classroom instruction
  3. Community Involvement: Engagement with parents and local stakeholders
  4. School Administration: Effective management and governance
  5. Accountability: Transparent reporting and continuous improvement

National Scale

As of February 2025, 144 schools nationwide have achieved Model School recognition:

  • 24 kindergartens
  • 50 primary schools
  • 5 secondary schools
  • 60 high schools
  • 5 teacher education colleges

The government target is 500-1,000 model schools within two years, using a “Blooming Flower” expansion strategy where each model school supports neighbouring schools toward certification.

TDSO's Role

TDSO helps schools meet the pedagogical requirements of the Model School standards—particularly Standard 2 (Teaching and Learning) and Standard 5 (Accountability).

Our Support Includes:

  • Systematic implementation of TPA methodology across teaching staff
  • Intensive coaching to embed effective classroom practices
  • Sustained professional development support
  • Quality assurance and progress monitoring
  • Documentation of teaching quality improvements

Schools working with TDSO toward Model School status become reference points where other educators can:

  • Observe effective pedagogy in action
  • Understand how quality professional development translates into improved teaching practice
  • See practical examples of TPA implementation in authentic Cambodian classroom conditions
  • Learn from teachers who have successfully transformed their practice

Impact

Through this work, we contribute to the government’s national education quality agenda whilst demonstrating that systematic professional development produces the classroom practice quality that Model School certification requires. Each school that achieves certification with TDSO support validates our methodology and provides evidence for scaling quality teacher development nationwide.
